Outlook XP fails first time only each log on session

I have three users on my home PC. The machine is a new Dell 8400 running
Windows XP Pro. Every time I reboot the machine or switch between users and
then attempt to run Outlook XP I get a debug error that closses Outlook.
After one unsuccessful attempt to open Outlook I can then retry to open
Outlook and it seems to work normally. Rebooting causes the problem to
repeat itself. Also switching users causes the problem to repeat itself even
if I had previously opened and closed Outlook with that user without a
reboot. Outlook seems to run normally after each first failed attempt.

The error message is:

Debug Error!
C:\Prog...\...\Outlook.exe
Abnormal Prog terminate
