Outlook won't send in third party programs

Outlook works just fine when I'm in Outlook. However,
when Outlook is accessed by a third party program to send
an e-mail, the message comes up but when you hit the send
button, it just sits there. It does nothing. It is as if
it doesn't know what the send button is for. There is no
error message, there is just no response. This also
happens when in Internet Explorer and I try to send the
link to a web page via e-mail. The same thing happens.
It brings up the message screen, but nothing happens when
the sent button is hit. Can someone explain how to fix
that connection?

Does it send if you click several times or use the keyboard shortcuts? If
so, known issue - one cause is popup blockers but there are others.

No, it doesn't matter how many times I click, it just
won't work. Keyboard shortcuts won't work either.
