Outlook won't display .gif files

I get a lot of emails from people who have .gif files
embedded in their emails and Outlook won't display them.
They all come in as attachments. How do I fix this and get
them to display within the email itself? Have checked
every setting I can think of but can't see anything that
seems related. Thanks!

Which version of Outlook and what is the message format? Outlook does not
display attachments inline unless they are embedded in HTML.
