outlook will not work off line

Outlook 2003 -

Outlook is currently configured to connect to an account on an exchange
server that I no longer have access to. When I try to work offline (so I can
change the account options) I get a "cannot connect to datastore" error and
outlook closes. Which mean I cannot change the account settings.

I tried to unistall outlook and reinstall, but upon the first start up it
imports the old account settings from somewhere. I assume it is reading this
from some configuration file but I cannot find it.

Any Ideas on how to get outlook to open so I can change the account setting?
