Outlook will not launch

running windows xp and when I try to launch outlook, I get an error message
notice and then it will close
 
Below is a copy of the erro message

Error signature:
AppName: outlook.exe AppVer: 10.0.2616.0 ModName: msouplug.dll
ModVer: 2004.1.4.17 Offset: 00016e08
