Outlook Web Access Problem with importing

Is it possible to import and export using Outlook Web Access? If not, can
anyone recommend any way around it as an alternative?

I don't believe it's possible. OWA is a web access method that shows your
Exchange mailbox and doesn't have any awareness of your local PC.
