Outlook unable to send or receive email

Hi all
I just set up a new computer with a new installation of Office 2003 with all
the service packs. I installed the service packs before I had set up the
email acounts in Outlook. When I try to configure the email accounts and
then send and receive I get the following error message ( on different
accounts the same error message)
Task 'mail.xxxxxx.com - Sending' reported error (0x80040154) : 'Unknown
Error 0x80040154'
Does anyone know where to start on trying to sort out this error? I have
noticed that the script that was used to install Windows XP has removed
Outlook Express but I am unsure which files Outlook uses from Outlook
Express to send and receive email.

Any pointers will be appreciated.

Outlook Express is part of Windows and cannot be removed. Access to it can be
removed from the Programs menu, but it still exists on your computer. You
should set up your Outlook accounts from scratch according to your Internet
Service Provider's server settings. Then use the Test Settings button to
verify it works. Or you can try File, Import Internet mail acct settings on
the Outlook menu. It should find the Outlook Express settings if you have set
up your accts in OE.

But I have done all that, and I know that OE cannot be 'removed' only
disabled. I was looking for direction as to what system files for OE are
installed as I beleive that the error message could be due to a conflict in
one of the DLL files used by OE and Outlook. I beleive that there are only
three DLL files shared by the two applications but I am trying to find out
which ones!
Any help would be appreciated.
