outlook trys to send message but nothing is in the outbox

Outlook continues to say it is sending 1of 1 messages but nothing is in the
out box. I continue to get the error message:
Task 'mail.bellsouth.net - Sending' reported error (0x80042109) : 'Outlook
is unable to connect to your outgoing (SMTP) e-mail server. If you continue
to receive this message, contact your server administrator or Internet
service provider (ISP).'
I have gotten this message before when I tried to reply to a message on the
account in came in on but not the one I am currently using in those cases I
have simply gone into the outbox and changed the account of the email stuck
in the outbox. But now there is nothing in the outbox, and I get this error
message every time I send and revecive messages.
