SUGGESTION: Tracking tab should automatically appear if sender has tracking
set to on. Then it should populate when server processes receipt. The
"Read" column values can be blank if the item is still unread. Seeing the
Tab should not depend on whether the item is read!!

Huh? The whole purpose of the tracking tab is to keep let you know if the
item has been read. Since Outlook must react to the read receipt and it
can't get a read receipt until the item has been read, what do you propose
to put in the tracking tab if there is no tracking information?
