outlook startup

on my terminal server Outlook keeps telling me that outlook was not shutdown
properly and wants to start in safe mode. this happens with everyones
accounts. and if I say no to safe mode it still works fine. how do I fix
this

Do the people close Outlook properly before logging out of the TS session?
