outlook signature does not work

I created two signatures in outlook 2003. One of the two signatures is my
primary signature to all of my messages. The second is use when there is a
particular message I need to send out. When I create a new message and try
to add the second signature by clicking on the options -> Email signature and
select the second signature but it does not show up in the email. Does
anyone know how I can select the second signature when I create an email? I
do not want the second signature to show up everytime I create or reply a
message.

In the open email that you're sending, select Insert > Signature. Choose the
signature from there.

I do not see that option in outlook 2003 SP2. I believe that option was in
the older version.
