outlook should let me select the words I want to block as spam

The Outlook's spam filter shoul let the user decide which words or set of
words should be used to identify emails as spam, since it would make the tool
a lot more flexible and accurate

It does. Turn off the junk filter. Define your own rule containing
your own words.
 
That is not correct; The spam filter doesn't let anyne decide any other rule
than banning a complete domain.

So now your question is how to block by a specific e-mail address
(versus your original question on how to detect spam based on a static
word list)?

And what does my suggestion of using your OWN rule to do the word
detection (which was what YOU originally asked about) have to do with
blocking by domains or e-mail addresses? And what does using your own
rule have to do with a product-supplied rule that gets disabled because
you use your own rules instead?
