Outlook should let me Reply (or Reply to All) with attachment

Outlook should let me Reply (or Reply to All) with attachment. Presently, I
can only forward with attachment. Lotus Notes has this feature

When the person to whom you are replying already has the attachment (or how
could they have sent it to you), why would you want to send it back?
