Outlook should let me globally turn off preview pane instead of one folder
at a time. Its nice that you can cusomize the look of eveery single folder.
I dont have any desire to do that. I want the reading pane OFF in very
folder, I do not want to go folder by folder and tun it off. I have

So why not just turn it off via the customize views option? (View > Arrange
By > Customize View > Define Views > Highlight "Messages" > Modify > Other
Settings button. Turn the reading pane off. Since the "messages" view is
the default view, every folder that uses it will automatically have the
reading pane off.)

I tried what you suggested below, but it still seemed to only apply to the
current folder. I am running Outlook 2002 and get there by View > Current
View > Define Views. I make the change to no Preview Pane, but only the
selected folder gets changed. Something different in 2002?

The techniques described here for grouping should also work for the preview
pane:

You could also just start Outlook with the /nopreview command line switch.
