Outlook should let me filter to view all tasks except completed.

The only way to filter tasks currently is Either complted OR in progress OR
not started. I wish I could see all in progress and not started tasks at
once.

Create a custom view using the parameters you wish to filter on - for
example, in your case, you'd want to set up a view that shows items where
the status includes in progress and also includes not started. You can set
up as many custom views as you want -
