Outlook sending error - times out (0x8004210B)

All of a sudden, any e-mails that I'm sending to a specific e-mail group in my address book won't send. They just sit in my outbox. I've tried downloading Windows XP SP3 and the hotfix but neither helped (actually SP3 said it couldn't install, for some reason). Any ideas? I'm using Windows XP/Outlook 2002. I'm using Outlook (not Outlook Express) and error reads:
"Task 'pop.starband.net - Sending' reported error (0x8004210B) : 'The operation timed out waiting for a response from the sending (SMTP) server. If you continue to receive this message, contact your server administrator or Internet service provider (ISP).'"

You are asking in the wrong place. Try posting to a group with
OUTLOOK in the titel; this group is for the XP OS.

BTW, there is not SP3 for XP. There has only been one SP released for
XP, with SP2 due out in the next few months.

Check the properties of that email account to make sure that it is using
the correct smtp server. And perhaps in your
windows\system32\drivers\etc\hosts file to make sure that it has not
been 'hijacked' - though a single server does not sound likely. If
those look OK, then it is presumably a genuine failure of the server to
respond - the ISP providing it is the place to ask
