outlook sending e-mail error

When I send an e-mail I get the following error: 500
Unauthorized relay msg rejected.
my third part e-mail exchanges says it is because Outlook
is trying to send the mail before checking for incoming e-
mail. Their servers require the incoming to be checked
before the it will allow an e-mail to be sent. Any
suggestions on how to fix this?

Set your authentication on the server tab of your mail account properties to
use the same credentials as your incoming server.
