Outlook Send/Receive

I have a friend who tells me that when when he connects to their exchange
server (2003) via a VPN connection they are have to manually launch
send/receive to send messages (Outlook 2003), and (I think) receive messages.
Any initial ideas on what to check? Thanks in advance.

It would be easier to answer if you'd seen this yourself & could tell us how
his Outlook profile is configured (cached mode, etc).
