a friend using outlook says when he runs his reports he gets a warning
that a 3rd party app is trying to access the net, he was able to
disable this warning in outlook express but can't find a way to switch
it off in outlook, anyone familiar with this? any workaround?

thanks, he looked it over but says the fix does not cover his version
of outlook (2003).

What fix are you referring to? The page you cited explains what causes that warning -- outside applications trying to automate Outlook. There is no switch to disable it.
