Outlook Rules Wizard

I open Outlook and go to Tools / Rules Wizard and get the
following error: The command is not available. See the
program documentation about how to use this extension.

I removed and reinstalled the full version so that's been
done, I also tested the Rules Wizard by logging in as a
different user, everything worked fine.

Any suggestions?
