Outlook rule that has been turned off and deleted is still operating

Outlook 2000 SP3 and Exchange 5.5

I has a rule that was forwarding messages based
on "sender" to another folder.

The rule has been turned off, deleted, and machine
rebooted. Still the rule of functioning.

Had already done that...but did again for grins, and
rebooted...same results.
