Currently we have users that forward mail from their workstation to
their mobile device. We are implementing a centralized solution. I
need to be able to ensure that individual desktops are not relaying
these messages to the mobile device. Is there a way within Outlook
2003 to prevent it from automatically forwarding to the device.

How are they doing this, is it by a Rule, if so and you are using Exchange
then you must have enabled Auto Forwarding within Exchange (ESM).

The user installs software from the cellular phone provider that runs
on the workstation and forwards the mail. If the workstation is turned
off the mail does not get forwarded.

So what is forwarding the mail, Outlook or this software. Do you want this
software on the workstations!

Why have your users installation permissions? :-S

We have one department that has to run a third party software that
requires admin rights to run.

I assumed it was Outlook because the software asked what mail client is
being used. I don't want the software installed and it will be
uninstalled I was trying prevent other users from doing this and I was
going to try to disable whatever lets the mail be forwarded.

You will need to find out what's doing the Forwarding, typically in an
Exchange environment if a user sets up a rule to forward out to the internet
then Exchange is default configured to not allow this. You will probably
need to start thinking about GPO to restrict the software.
