Outlook Problem finding pop3 mail server after logging off.

I have a situation on a workstation where outlook can send and receive fine
unless the user logs off of XP then logs back it.
If they do this, then this error occurs when they try to send/receive:
Task 'mailbox - receiving' reported error (0x80042108) : 'Outlook is unable
to connect to your incoming (POP3) e-mail server. If you continue to receive
this message, contact your server administrator or Internet service provider
(ISP).'
A reboot of the computer will fix the problem. The problem occurs even you
you log off and log in as a different user.
The mail server can still be pinged while problem is happening.
I have completely uninstalled office 2003 and reinstalled with no effect.
Any help would be appreciated.

I had the same issue, I called Symantec Corp and they have not seen this
issue till now. We are running Symantec Corp Edition 10.1.6.6010 and started
to have this issue around same time as this installed update. We were on
10.1.6.6000. Looks like under add remove programs under change and then
modify the Symantec Antivirus Email Tools (POP3/SMTP Snap-In) is the issue.
I disabled it and issue solved. Per Symantec they are working on this issue
now as they have not had reports till now from me. If they find a bug with
the POP3 snap-in they will release a Point Patch, till now remove that tool
or go back to the previous version of Symantec. By removing it your system
will not scan incoming and outgoing mail attachments for viruses. But if you
were to get one on your PC your system will protect you the minute it is in
use or scanned on scheduled scans.

As has been documented in these Outlook newsgroups time and again, do not
scan incoming or outgoing mail with an antivirus scanner, especially one
from Symantec. It is unnecessary and can cause more problems than it
solves.

What if I disable Norton's e-mail scanning, then still have to reboot
to be able to send and receive e-mail?
