Outlook 2003 Pop server problem

I am trying to use Outlook 2003. I am with comcast and they gave me the
settings for the pop3 server but it is not allowing me to receive incoming
email. I can send emails, no problem...but I cannot receive any emails. I
get the following error message:

Task 'mail.comcast.net - Receiving' reported error (0x80042108) : 'Outlook
is unable to connect to your incoming (POP3) e-mail server. If you continue
to receive this message, contact your server administrator or Internet
service provider (ISP).'

What can I do to fix this problem

Troubleshooting -
1.) Verify Internet connectivity
2.) Verify account settings
3.) Verify BlueTie is the default account
4.) Telnet to pop.bluetie.com and verify that port 110 is enabled
5.) Disable Internet Security or verify that Firewall is configured properly
6.) Disable Anti-virus software
7.) If still not working, restart computer.
8.) If still not working, contact the computer administrator or Internet
Service Provider

Check you firewall settings, I just resolved and Outlook 2007 Comcast issue
and it the problem was the the Trend Micro Firewall was blocking Microsoft
Outlook.
So maybe you would want to check the windows firewall or your firewall
settings.

I am A comcast customer I did not receive instuction and being new to the
cumputer Im learning what need's to be done.The prompt I receive states that
the PoP3 sever cannot be found I just installed a sever and am still haveing
same problem
