Outlook - POP3 - leave a copy of the email on the server option

i also posted this in the exchange client group. i have several users that
are reporting that when they have the "leave a copy of the email on the
server" option in outlook. Everything works fine for a couple of weeks, then
they report that they are getting the same emails over and over. The only way
to get out of the situation is to clear the "leave on server" option, then
download and delete the emails of the server (now we have an empty mailbox).
Then they turn the option back on.
I suspect that when the option is on, outlook gets totally confused with
what emails are on the server and which ones are new.
Is there anything i can do to resolve this? Is there any options i can
enable to help in diagnosing it?
Does anyone else have this issue? I see it in outlook 2002 and 2003.

When the users get the same mail again, are they getting *all* of the mail
they left on the server, or just certain messages?
 
Due to the volume of email, it is hard to tell. I would say it is close to
all the emails again.
