Outlook Personal Backup 2003

I have downloaded and installed the Microsoft add-on "Outlook Personal
Backup" for 2003 several times and I have never been able to see it or use it
in my Outlook program. It does NOT show up under the "file" drop down menu?
Can anyone help here?
