Outlook Not Sending Mail

My Outlook account will receive mail but will not send either replies or new
mail. I have been using my Comcast mail account, but I want to use Outlook.
I can't figure out what is wrong. I get the following message after a
timeout occurs :
"An unknown error has occurred. Account: 'mail.comcast.net', Server:
'smtp.comcast.net', Protocol: SMTP, Server Response: '421 Cannot connect to
SMTP server 76.96.30.117 (76.96.30.117:25), connect error 10060', Port: 25,
Secure(SSL): No, Server Error: 421, Error Number: 0x800CCC67."

This has been going on for about 2 weeks. Help!

Any particular reason that you're using an IP address for the server as
opposed to the name?

I have had the same problem for years that I cannot reply to mail received,
or send new mail from one of my outlook accounts. I notice you have (outgoing
mail server) port number '25' showing in your posting.

For MY specific account (pop3 webmail account from Orange) that has the same
problem as you have, my problem is caused by this 'outgoiing mail server port
number' (25) being blocked by my ISP (AOL UK).

Even though they say to use the number 587 instead for this account, this
number only works on imap accounts from AOL.

In tools, e-mail accounts, view or change, (select account in question) then
click change, in Outlook (2003) instead of a series of numbers like an ip
address you should have (on the page that shows your username and e-mail
address) addresses something like this:

pop.orange.net and smtp.orange.net for incoming and outgoing mail server
addresses (my specific orange server addresses)

imap.aol.com and smtp.aol.com for incoming and outgoing mail server
addresses for my imap accounts (from AOL UK)

The number 25 refers to your OUTGOING MAIL SERVER PORT NUMBER, which should
be entered in the right place on the advanced tab accessed via the 'more
settings' button shown on the page showing your e-mail address and username.
Your ISP should tell you what specific mail server addresses to use along
with username and password, and on the advanced tab the correct outgoing and
incoming mail server port numbers.
