Outlook not getting mail in our out

A friend reported that her Outlook is not receiving or sending emails since
she installed Access in her system.
She claimed that nothing else was installed or changed in the mail accounts.
Is there anything that the installation of Access could change to cause the
problem in Outlook?
She needs help soon, since she is a site Manager and gets lots of mail.
I will appreciate your prompt help.

My guess is she tried to install a diff version of Access into her current
version of Office. Doing this has corrupted her current Office version and
all the apps in it. She needs to uninstall Access, uninstall Office and
reinstall Office. Then when she reinstalls Access (if she must) she must do a
custom installation to a special folder--not to the default Microsoft Office
folder. Note that the Access will not interact with her Office
installation--it will not recognize any other Office app. She might want to
reconsider installing it at all.
