Outlook Mail reply format

I am currently using MS Office Outlook 2003 (11.8118.8107) SP2 (according to
'About', though I don't know what that all means).

When I try to reply to an incoming mail, the left margin of the received
message is marked with a solid blue line, instead of the '>' symbol which is
set up in 'Tools/Options/Preferences/E-Mail Options'. This is despite the
fact that it is set for Plain Text to be used for composing.

Try as I might, I cannot find what needs to be changed to get it to use the
'>' which is what I would prefer.

Can anyone suggest a solution please (apart from using different software!!)
as I am baffled that it seems to de defying the setup.
 
Further to this, I have established that this only occurs if the incoming
message was in not plain text.

I would, however, prefer to use the '>' format for all replies, regardless
of received format. Is this possible?

AFAIK Outlook replies in the same format as the received message, and I
don't think you can change that easily.....

I was beginning to suspect that might be the case.
