Outlook mail, can't send

I keep getting the message below, when I go to mail.live it goes straight to
my msn account, no scrambled letters, I can send using my msn mail.live
account, but not using outlook. Help!

have you restarted outlook? is the acct info correct?

Yes, and there are 3 messages in my outbox that will not send, but I can send
in my mail.live account using the same msn account I have set up in outlook.
This has happened before and within a day or so when signing into mail.live
the box with letters did come up before I was able to get to my mail account.
this has been ongoing for 1 week.
