outlook with hotmail account problems

I am using outlook to get my emails in hotmail account, it used to work
fine.
In the past couple days, it always has an email from (e-mail address removed)
with the following content, and it doesn't allow me get or send emails
until i login to hotmil.com, and
enter some number match to the picture, it is a very tedious process.

Any ideas what's going on?

Microsoft has decided to start charging for using Hotmail if you want to use
Outlook or Outlook Express to retrieve it. Either pay for your Hotmail
account or access it via the web.

Microsoft tried to stop pop access which means stop letting user retrieve
email from a client like Outlook or Outlook Express. It has been working. The
identity verification email hotmail/msn user has been getting has nothing to
do with how you retrieve your email. It's a new spam protection, but I don't
think it's working correctly. I have to verify twice since Saturday, people I
know had to verify multiple times.

The intersting thing is looks like sometimes I am able to retrieve
emails, but I always get that tedious hotmail email asking me to login
in hotmail web site.
