Outlook keeps sending messages

My Microsoft outlook keeps trying to send messages even though the outbox and
sent folder is empty. When I open outlook it permanently says "Sending
message 1 of 27". I can manually stop the process but after a view minutes it
starts again. I removed all my e-mail accounts and set them up again - but no
change.
