M. Outlook is stuck, can't delete, keeps sending same msg over & o

Microsoft outlook keeps giving me an unknown error when I try to delete msg
in my inbox. I have a message stuck in my outbox and it just keeps sending
and sending. How do i stop it and use email again?

Go File Work OffLine, restart Outlook, and then delete the problem message.

I've tried this and it didn't delete it and it's still there. Anything else.
Outlook 2003, file was a zip file with 11meg.
