Outlook keeps downloading the same Emails

My laptop has suddenly started to download Emails I have previously
downloaded and deleted.

I am on pop3 and have set Outlook to leave a copy of messages on the server
for 3 days. I have also set the computer to delete messages from the deleted
folder upon closing Outlook.

Up until today - Outlook would only download messages not downloaded
before - but now - even when I repeatedly delete the messages from my inbox
they are downloaded again when I next "Send and Receive".
