outlook keeps asking for password even it is populated

Do you need paid yahoo on outlook in Canada? It keeps asking me for password
even it has populated the box, and then it won't send mail.
 
There is apdate available from microsoft WindowsXP-KB904942-v2-x86-ENU.exe
