Outlook Isn't Working ....Business Contact Manager Problem

After I loaded Turbo Tax yesterday, I can't get my emails in Outlook. I am
getting the following errors:

Business Contact Manager has encountered an problem and needs to close.

Describtion says it can't find
http://oca.microsoft.com/resredir.aspx?sid=......

I have no clue what any of this means. Can anyone help me? I have 2003
Microsoft Outlook hooked to Optimumonline. I believe it is a POP3.
