Outlook in safe mode

Yesterday, I went to start Outlook 2003 and received pop
up error "Outlook failed to start correctly last time.
Starting Outlook in safe mode will help you correct or
isolate a startup problem in order to successfully start
the program. Some functionality may be disabled in this
mode. Do you want to start Outlook in safe mode?".

If I click Yes or No, Outlook 2003 starts. The next time
that you start Outlook 2003, I do not receive the error
message, but I do receive the error message the next time
that you start Outlook 2003 after that. This loop of
receiving the error message every other time that I start
Outlook 2002 continues indefinitely.

In the event log, there was an error logged as Office 11
Event ID 2000 "Accepted Safe Mode action: Microsoft Office
11" or Event ID 2001 "Rejected Safe Mode action :
Microsoft Office Outlook."

I tried to delete the following registry:
HKLM\Software\Microsoft\Windows NT\Current
Version\Terminal
Server\Install\Software\Microsoft\Office\11.0
\Outlook\Resiliency

After this, I opened an Outlook the error message was
still appear.
Then I tried to logoff and login again to terminal server,
and opened an Outlook the error message was gone. I tried
to close and open an Outlook again, the message was really
gone. Now, the error message isn't occur in my profiles
and some co-worker.

But the error messages appear in someone who accessed
Outlook.
Is this something that is safe to ignore?

Any help would be appreciated.
