Outlook/IE problems

Working in a Server environment, one of my users receives a error when he
tries to open a mailto link on a webpage. He receives the message -

"Could not perform this operation because the default mail client is not
properly installed"

I've gone to tools -> options and set Outlook to his default mail but that
did not work.

I've also looked around on forums and gone into the registry and tried
several new strings as suggested but that has not worked either.

Has anyone got any suggestions as how to fix this problem?#

This post isn't clear. Is your end user logging onto a client operating
system (XP/Vista) or a Citrix/Terminal Server and getting this message? If
the person is logging onto a XP/Vista workstation and getting this message,
have you tried doing a detect and repair of the Office/Outlook installation?

Version of Outlook?
Version of Windows?
Have you check which application is set in Windows?
Control Panel-> Internet Options-> tab Programs

Sorry about the vagueness of the 1st post, the user is logging onto his own
workstation which is XP, and is using Outlook 2003.

I've tried going to cp -> Internet options -> programs tab and it is set to
Outlook 03. I tried choosing another app then pressing ok then reapplied the
outlook 03 choice but it still did not work.
