Outlook Identity Files Changing PCs

How do you copy the old PCs identity files to the new
one? Just copying doesn't work at all.
 
If you're really talking about Outlook (which doesn't use "identities"),
then look here for all the information you need on backup and restoration of
Outlook data:

If you're talking about Outlook Express, which is not supported in this
