Outlook help - won't open

Hello. After years of using Outlook on my Windows XP machine, now I get the
following error:

Cannot start Microsoft Office Outlook. Unable to open the Outlook window.
The set of folders could not be opened. The server is not available.
Contact your administrator if this condition persists.

Can anyone help?

Where is the actual data kept? Can I retrieve it?

Can you open Outlook in Safe Mode by using the /Safe switch? If you need
