Outlook has stopped sending and recieving yet express functions?

All the settings are the same yet Outlook will not send or recieve yet
outlook express still functions correctly?
 
I don't know; you're telling me so I guess it is.

If you need help troubleshooting the issue provide your configuration
details and what happens when you try.
