Outlook Forms: Default for Public Folder

In Outlook 2003

I am looking to make a form the default for a public
folder and have designed a IPM.Note form with the
appropriate buttons (Approve/Reject).

When I try to make this the default using the General tab
I get the message "You cannot create an item of this type
in this folder."

Items are sent directly to this folder from the internet
using a email address for the folder but they show up as
IPM.Post items. Why?

In order to have an item be the default for a folder, the item must be of
IPM.Post, not IPM.Note. The default for this folder can only take items that
are "posted" to the folder, not items that are mailed either to or from the
folder.

You cannot make a message form the default for any folder. Message forms are
designed to be sent, not saved. You may want to consider using an Exchange
event sink to convert items sent to the folder to your custom form.

I am a little confused.

Observed Behavior:
I can send from within Exchange an email to the public
folder and it will open as a Note however if it gets an
email from the internet it appears as a Post.

Can I make a special 'read post' form that looks very much
like Note form with the buttons I need?
