Outlook flag items

Is there a utility or a an option in outlook itself that can be used
to triggered to utilize that if a message is flagged for followup is
completed a message or a reply is sent to the sender saying may be
followup complete or just a return receipt.(whihc can kind of work as
well) if anybody has thought of it or has seen something like please
let me know.

Check out the function in outlook that's designed to track work - Task
assignment. Instead of sending each other emails, assign tasks - then you
can know when it was completed. You'll have effective records of work to do
and what's been done.
