Outlook fails to open

I need some help with an error message. I have tried reinstalling Outlook
2003, reinstalling the whole Office Suite, even installing using the repair
files option (in case it is relevant, I am running Windows XP and have a
Netgear wireless network with DSL). Nothing works, nothing helps. I see I'm
not the first with this issue.

When I open Outlook a small box opens that reads...Configuring Outlook
Accounts, Creating Welcome Message. Then this error message pops up...

Failed to register a VB Script DLL. Reinstall or run Regsvr32.exe
Vbscript.dll to self register. The key ‘Display Name’ is either missing or
has an incorrect value. [File C:\Program Files\Microsoft Office\Office
10\forms\1033\SECREC(2).CFG, Section Description]

After I click OK a small box pops up that reads...Operation Failed.

HELP!

Did you try doing what the message tells you to do? Click Start>Run and
enter

regsvr32 vbscript.dll

in the Open field. Click OK. Try Outlook again.

Brian,

Thanks for the suggestion. I have tried doing what the message says. That
is when Outlook shuts down completely.

I have heard a rumor that Outlook can only be used when it is connected to a
server. I have a home PC, but purchased an Office Professional Suite. Do
you think that's it?

I still can't get it to work and I loathe Outlook Express. It doesn't have
half the goodies Outlook offers.

No. If Outlook Express works, then you already have a server and Outlook
should be able to use it. I don't have any other suggestions except
Help>Detect and Repair. Perhaps someone else will suggest something better.
