Outlook Express

I just upgraded from Windows ME to XP Home. Everything is
working fine except I am unable to receive e-mail. I'm
using Outlook Express. I can send e-mail with no problem.
All other networking is fine.

Error as follows:
The connection to the server has failed. Account: 'mail-
hub.optonline.net',
Server: 'localhost', Protocol: POP3, Port: 110, Secure
(SSL): No, Socket
Error: 10061, Error Number: 0x800CCC0E

I have turned off the firewall in Control Panel, Network,
Advanced, Protect my computer. When I did a netstat -an,
port 25 and 110 were not listening! I have uninstalled
NAV and rebooted. When I run the command telnet dell4300
110, it indicates "Could not open connection to host on
port 110. No connection could be made because the target
machine actively refused it."

Is there some security turned on that is blocking Port
110 for incoming e-mail?

Disable email scanning of outgoing and incoming mail. It provides no
additional protection and even Symantec says it's not needed:
