outlook express

I have done a complete recovery of my os 3 times now and
still I have the same problem.
Outlook express takes almost 60 seconds to load and the
program runs very slow, sometimes locking up.
I am out of ideas & not sure where to go for help.
Can anyone help me or suggest solutions?
