Obviously you haven't you tried Tools-Options-Receipts.

You can request a Read Recipt in Tools | Options | Receipts, but
requesting one doesn't always get you one. First the recipient
has to be using an E-mail client that responds to the request,
and secondly he has to have his software set to do so.

Many people turn off the feature and requesting a read recipt
from them won't get you anyything. I have it turned off because I
don't want spammers, for example, to know that I got their
message.

Look in Tools>Options for the Read Receipts option.

Be advised, the receipient needs to be using an e-mail program that
supports receipts and choose to return one. Some people ( My mother for
example ) don't realize that a receipt request actually means you want a
read receipt. :)
