I am trying to create sepparate address lists in OE and
am confused by the terminology regarding "Groups"
and "Folders". What is the difference and how do you set
them up?

You'd be better of posting to an OE newsgroup.
Go to microsoft.public.windows.inetexplorer.ie6_outlookexpress in your
newsreader, or, if you MUST use the horrible web access, look under
Internet Explorer for the OE Newsgroups.

See Address Book Help>Organizing contacts and folders

Folders and Groups are basically the same animal with one exception: You can
address an email to a Group but not a Folder.
