Outlook is a mail/PIM application and is part of the Office Suite. It
includes email, calendar, tasks, notes, etc - and can connect to Exchange
server as well as Internet mail.
Outlook Express is part of IE and is mail/news only.
As to which one you should use - it depends what you need. Given the choice
between OE6 (newest version) and, say, Outlook 97, you might be better off
with OE if you don't need more than mail/news....the latest version of
Outlook is 2003 and is quite nice.
You can use either; it's mostly a matter of personal preference.
Outlook Express is a relatively simple, light-weight (in regards
to computer resources) email client and news reader application.
Outlook Express comes free with all modern versions of Windows.
Outlook is a more robust and powerful email client, contact
manager, tasklist, and calendar application aimed primarily for use in
a corporate environment, although it can easily be used in a home or
small office. It comes as part of the Microsoft Office productivity
suite.
