Outlook Express will not open

when I try to open Outlook Express nothing happens. it just acts as if I never attemeped to do anything. I then tried to use Outlook 2002 for my email access and it gives me a message that says it cannot open the application because one or more parameters are missing.
can someone please help me with this problem?

Can't offer much help but if it makes you feel better I'm having the same problem...
